Senator Henry Seriake Dickson, The $14.8 Million Local Content Controversy, Timipre Sylva and Matters Arising

By Professor Steve Azaiki, OON, Member, House of Representatives (2019–2023) – The recent revelation concerning the alleged diversion of $14.8 million belonging to the Nigerian Content Development and Monitoring Board (NCDMB) has once again placed the politics of the Niger Delta in national focus. In response, the 10th Senate moved swiftly, setting up a Senate Committee on Local Content to investigate the transaction, the processes, and particularly the role of Chief Timipre Marlin Sylva, former Minister of State for Petroleum Resources and former Governor of Bayelsa State.

National conversations of this nature often awaken deeper political, cultural, and moral questions. For the Ijaw Nation, it evokes both our history of resistance and our expectation of fairness within the Nigerian federation. And for those of us who have watched the evolution of leadership in our region, it also brings a necessary reflection on Senator Henry Seriake Dickson—his philosophy, achievements, and the values he represents.

This article is not a campaign message. Rather, it is a contribution to the national discourse, a call for introspection, and a reminder that Nigeria needs voices of conscience—now more than ever.

THE $14.8 MILLION QUESTION: WHAT IS AT STAKE?
The Senate’s decision to investigate the alleged diversion of NCDMB funds is, in principle, consistent with its constitutional mandate. Transparency and oversight are essential pillars of our democracy. The Nigerian people deserve clarity on how public funds are administered, especially funds meant for local content development, an area central to the empowerment of oil-producing communities.

However, the process must be fair, objective, and devoid of political vendetta. As Senator Henry Seriake Dickson himself emphasized when he recused from the investigating committee:

“While the Committee has the powers to decide what to investigate, this approach is too selective, especially as the EFCC has already taken steps on the matter.”
“I recused myself because the person concerned is a former governor of my state and my predecessor in office. I have a policy of not fighting or pulling down anyone.”

His position was principled. His recusal was an act consistent with integrity. It was a reminder that leadership is not about weaponizing authority, especially against one’s own people.

TIMIPRE SYLVA: A BRIEF PROFILE
Chief Timipre Marlin Sylva remains a major political figure in Bayelsa State and Nigeria.
• Governor of Bayelsa State (2007–2012)
• Former Minister of State for Petroleum Resources
• Key actor in Nigeria’s oil and gas policy space
• A longstanding political force within the Niger Delta

The investigation into the alleged $14.8 million diversion is not about his political battles with Dickson or anyone else. It is about the integrity of institutions and accountability in the oil sector.

But while institutions must act, the process must never become another instrument of humiliation against the Ijaw Nation—as history painfully taught us through the Alamieyeseigha saga, the Adaka Boro tragedy, and even the persistent public mockery of Diezani Alison-Madueke.
No people should be subjected to selective justice.

DICKSON: A LEADER IN WORDS AND DEEDS
To understand Dickson’s role today, one must understand the tradition of Ijaw leadership he stands in—
from Pa Dappa Biriye,
to Ernest Sesei Ikoli,
to Major Isaac Adaka Boro,
to Chief DSP Alamieyeseigha.

These were men who believed in the Ijaw motto: Izon—Truth.
Truth spoken boldly, courageously, audaciously.
Dickson has walked firmly in that heritage.

HIS RECORD AS GOVERNOR OF BAYELSA STATE
Senator Dickson’s eight-year tenure as governor remains one of the most transformative in Bayelsa’s history:

1. Education Revolution
• Established the Bayelsa State University of Africa (now Niger Delta University’s expanded frameworks)
• Built the Ijaw National Academy, providing free quality education
• Massive investment in teacher training

2. Infrastructure and Security
• Opened some of the most difficult terrains through road construction
• Stabilised the state during challenging security periods

3. Institutional Reforms
• Upgraded traditional institutions
• Improved public service systems
• Built a stable governance structure that endured transitions

4. Inclusion and Community Empowerment
• Recognized communities long forgotten
• Promoted women, professionals, and young leaders into governance
• Personally stood against efforts to divide the state along senatorial or clan lines

I recall personally when some groups opposed my appointment as Pro-Chancellor and Chairman of Council of Niger Delta University. Dickson resisted them. He insisted on competence over politics. That is who he is.

DISTINGUISHED SERVICE IN THE SENATE
Since 2023, Dickson has emerged as one of the most respected voices in the 10th National Assembly.

1. A Strong Advocate for the Niger Delta
• Spearheaded bills protecting oil-producing communities
• Opposed laws detrimental to resource-bearing regions
• Consistently fought for fairness, equity, and justice

2. Defender of Oil Host Communities

His contributions on local content, environmental protection, and resource management remain unmatched in the Senate.

3. A Voice for Women in Politics

His principled stance during the Senator Natasha Akpoti-Uduaghan debates showcased his belief in fairness and gender inclusion. He has repeatedly called for more women in governance.

4. Respectful Engagement with the Presidency and Senate Leadership

Though a member of the opposition and a firm believer in the PDP, Senator Dickson maintains:
• Respectful ties with President Bola Ahmed Tinubu
• A professional working relationship with Senate President Godswill Akpabio
• Deep admiration from colleagues across party lines

He argues passionately on the Senate floor, sometimes disagreeing sharply, yet always with respect. That is statesmanship.

WHY DICKSON MUST RETURN TO THE SENATE
There is a dangerous argument gaining momentum—that rotational ideology or local rivalries should hinder Dickson’s return in 2027.
That would be a historic mistake.

Nigeria today is bleeding from every corner—economically, socially, and politically.
What we need are stabilizing voices.
Courageous voices.
Principled voices.

Senator Henry Seriake Dickson is one of the few voices of conscience left in the National Assembly.

To deny Bayelsa West, and indeed the Ijaw Nation, his voice simply because of petty rotational politics is to weaken our position in national discourse.

When Alamieyeseigha was removed due to internal conspiracies, our people later realized the grave mistake.
When Adaka Boro was abandoned, we paid dearly.
When Diezani was humiliated, our image suffered.

Let us not repeat history.

NIGERIA NEEDS A RESPONSIBLE OPPOSITION
Democracy dies when strong voices are silenced.
Dickson is not just a senator—
he is a national compass.

He represents ordinary Nigerians who cannot speak for themselves.
He stands against selective justice.
He promotes national unity founded on fairness and equity.
He refuses to be intimidated or induced.

The Senate acknowledges him.
The Presidency respects him.
The Ijaw Nation is proud of him.
Nigeria benefits from him.

LET DICKSON’S DESTINY SHINE

The Ijaw spirit teaches Ubuntu
I am because you are.
No society rises when it destroys its best voices.

In this critical moment of national transition, Senator Henry Seriake Dickson is an asset—not just to Bayelsa, not just to the Ijaw Nation, but to Nigeria.

Let him continue to speak truth.
Let him continue to protect our people.
Let him continue to enrich our democracy.
Let him continue to stand where conscience demands.

In the Senate of the Federal Republic of Nigeria, his presence is not optional—
it is necessary.
