VAPP Act 2015 Section 2 – Ngozi Blinds Ifuanyan’s Eyes

The Violence against Persons Prohibition, VAPP Act 2015 Section 2 deals with an interesting issues. How people deal with one another.

Houses, in this environment are a far cry of the government’s promise for ‘housing for all’. Unobtainable in a new state capital created in the 21st century with the advancement of technological and architectural design. The residents built them with old rusty zinc while others are used flex banners held together by 2 x 2 plank for past events. These banners comes with different messages from church programmes, the last governorship elections of the leading political parties and obituaries.

Surprisingly, one of the political party banner bears its agenda with a bold inscription ‘Poverty Alleviation’. It further outlined areas to tackle once they get power. These include ‘Free Housing Scheme’, ‘Free Health Provision’, and ‘Hope for the Common Man’. Ironically, the said political party won the governorship elections and its mid-term already and they are celebrating in the government house. This environment still where same look since after the elections with no impact.

The residents didn’t see the inscriptions on the banner. It means nothing to them but for the use of the material as shelter from rain and sunshine is their major concern. Criminal activities, a daily routine without adequate preparation of families against criminals, it is a free sail for them but amongst them are rival groupings.

Families scramble for space and donation from well-meaning individual in society. This creates acrimony amongst them. Fighting and quarrelling his a norm with or without a cause between children leading to families.

Mama Ngozi and her six children are notorious and major culprit for such mischievous fights.

Ebere has a more peaceful home. Her husband a yam farmer is always busy in his farm despite being an HND holder. Their home is blessed with five children with several relatives hanging around them from time to time.

Whilst Ebere sells at the central market her husband’s produce, she is content. They have managed to erect an unplanned block structure within the neigbours with an untarred floor. When the rain comes, due to the unplanned nature of the environment, the water finds its way into the illegal structure. An illegal structure according to a government’s inscription on their well when they started the building. It’s being six years since they relocated to this untidy neighbourhood and their growth attracts envy and anger.

Ebere’s last daughter is peaceful and hardly joins the children at the empty space in the neighbor but Ngozi is fond of seeing Ifuanya cry and shed tears running to her mother. A repeated daily occurrence each time, Ebere comes back from daily hustle from the market. Ifuanya’s encounter with Ngozi takes grater part of discussion in the evening when the family gather for supper in the large sitting room without chairs for the children. Ebere has always as ever, reminded members of household to remain peaceful and promote cordial relationship with their neigbours which her husband supporters.

Things turned worse.

Ebere takes the education of her children seriously. They don’t come to market even after school hours. She encourages them to concentrate on their homes and academic works. During the holidays, they spent the afternoon with her.

She is busy at the market, carrying six tubers of yam for one of her elite customer who is in car parked at the entrance of the market. At boot of the car, she sights her eldest son racing towards her. She looked at him with anger and thought within self ‘What is he doing here’, as she opens the boot of the car still holding the yams within waist region.

‘Mama, mama’, he screamed as she had a mood swing and he continues ‘Come o.. blood is coming out of Ifuanya’s left eye’, demonstrating with his hand on his eyes.

Without thinking, Ebere dropped the tuber of yams in hands fell to the ground as divide into pieces of threes and twos. She shouted ‘I am finished oooo’.

The shout attracted the attention of her customer. From the rear mirror of her car, she adjusted herself to see what is happening between mother and child but the sudden bang of the boot made her jump out of the car with a quick emotional adjustment.

The lady, quickly held her and asked ‘What happened’. Ebere is breathing has become faster and uncontrollable. Her top wrapper loosed. Her son holding her not knowing what to do.

‘Help me, with those pieces of yam parts’, the lady said to the boy, ‘put them in the boot’. Ebere’s son picks them as quickly as he can while she takes his mother to the back seat to sit down. He joins his mother in the seat as the lady was just about to close the door.

The well curved lady turn to see if all the yam is in the boot. She closed the boot and joins them in the car. There is spontaneous movement of her nose whenever she is pissed or agitated. For the last four years Ebere knew her she never asked her name nor where she stays in the city. But today, she acted differently like there were sisters and have known each other intimately. Her customers have bought goods without paying until the end of the month on several occasions, she either comes or her driver picks them.

‘What happened, nobody is telling me anything’, the lady asked as she enters the car and closes the door. As the lady drivers off, she looks at mother and son from the rear mirror. With hands, she adjusts the mirror to see them properly.
‘It was Ngozi o… she used one big stick to hit Ifuayan on her left eye and blood started coming out’, the boy replied her with tears in his eyes.

‘Who is Ngozi?’ the customer asked.

‘She is a notorious 18-year-old girl that finds joy in causing my family pain and agony for no’, Ebere replied with long hiss as she wipes her tears with her wrapper, ‘Ifuanyan is my last daughter, who is also her training bag’.

‘So you kept quiet, and did nothing’, the lady inquired.

Ebere looking helpless in her peaceful countenance said ‘What should we do, when their family made themselves The Lord of Jungle’. She looks away through the window ‘Her mother is her chief coach’.

‘You are not serious’, the lady replied.
‘Madam, this is not the first time. Last December, Ifuanyan spent Christmas in the hands of a bone doctor’. Ifuanyan broke her legs when trying to escaping from one of the ruthless beating from Ngozi. It was 24th December, the morning dew is light so the excitement fill the air but Ngozi, her only desire was to see Ifyanyan’s excitement turned to pain.

The lady hearing the story, was shocked and viably angered as she parked the car and reached for her phone in her latest Gucci Bag directly ordered from Dubai. She dials at same time looking at them ‘their reign as Lord of Jungle will end today’, she said to them and reassuring them of her support to get justice.

‘Hello… DPO, I need your men, there is a case of physical violence on child’, while on the phone she turned to Ebere, ‘How old is the child’.

‘She is seven’, Ebere replied.

‘DPO, the child is seven’, the lady goes back to the phone, she turns to look at them, but nodding her head to what the receiver is saying, ‘Where do you stay’, she said to them.

‘We stay at the low-cost housing estate, after the uncompleted houses’ she said loudly.

‘Okay… DPO, I am heading there with them’, she responded on the phone as starts the ignition of her car.
After about 20-minute drive, passing through the untarred and guppy road, the joining them at a main junction, Ngozi and her mother were arrested. They were carried away in the police van to the nearest police station.

The customer quickly took Ifuanyan who is bleeding in car to a specialist clinic.

Based on Section 2 of the violence against persons prohibition act 2015, Ngozi was sentenced to 5 years imprisonment with a fine of N100,000.00 while her mother got a sentence of 3 years with a fine of N200,000 for inciting and aiding her daughter, Ngozi for committing the crime.
